Pannier are also not part of the bike itself but added on. I think that a combination of allowing for the costs of lights, reflective material and sesonal clothing in addition to the mix of transit and bikes is the ideal credit. How small would the cost of such a benefit be to the government vs. the net gain of people using a method other than a car to commute in more then one or two seasons?
